Something is obviously wrong since you get 16mpg, if the regen is happening less that 250miles, then look in that direction as it is cleaning too often and yes when it starts the regen the miles /g goes down. But before condemning it, it will need to be checked. And even before that, I recommend commanding a forced regeneration process using diagnostic equipment, and checking the DPF data before and after the regeneration process. If the DPF is not getting clean as it should, then the first thing to check would be the dosing injector.
